AD9528 init error + PLL unlocked when using custom profile from filter wizard

I'm using an AD9371-W with a ZC706 and the No-OS software right now.  I'm trying to get my device clock to run at 187.5 MHz instead of the standard 122.8 MHz.  This changes the desired reference clock to 46.875 MHz, which I have supplied.  When I turn the clock on, STATUS1 on the AD9371-W illuminates, but STATUS2 does not.  The No-OS initialization sequence claims that PLLs are locked, but gives me the "AD9528_initialize() issues. Possible cause: REF_CLK not connected" error.  Framer/Deframer status indicates that the JESD links are not up and working.

I made a custom profile in the AD9371 filter wizard (profile files are attached), imported it into TES, and generated output files for the software.  I didn't see any errors reported during profile or C source creation.
