TX attenuation setting in AD9361 and output power

It looks like you have issues with your power supply where it is not able to provide sufficient current and voltage is fropping below 10dB.

Check your power supply voltages on both cases.

This is as per their custom board design. You will have to check your power supply and see if it supplying full current.
