I read the datasheet of ad9361, and I know that the maximum RF Inputs (Peak Power) is 2.5 dBm. What is the minimum RF Inputs of ad9361? Can the minimum RF Inputs be Programmable？

You can calculate sensitivity (minimum RF Inputs) from the noise figure specification provided in the datasheet and the bandwidth you will be using. There are no published data tables for sensitivity (minimum RF Inputs).
AD9361 already has really good noise figure (2dB -4dB) and sensitivity improvement is rarely required.
You can use an external LNA to lower the noise figure if required in your application.

RX_Sensitivity[dBm] = –174 + 10*LOG(BW[Hz]) + Noise_Figure[dB] + Signal/Noise[dB]
In the above equation Noise figure of AD9361 has impact on sensitivity, other two parameters are dependent on system requirement.
What is your sensitivity requirement and use case?
I want to reduce the sensitivity of ad9361, for example -82dBm. But it seems the ad9361 can receive signal lower than -82dBm. Can you give me some advice?Thanks

Noise figure of AD9361 is a function of Gain index.
You can configure AD9361 in manual gain control mode and set Gain index according to your Noise Figure requirement to meet your sensitivity.
