The single phase Metering IC in the pictures is floating at the line voltage because it is using a shunt sensor on the live, therefore everything is at high voltage but it doesn't effect the mSure measurement capability. On the potential divider, the very bottom of the divider is controlled by the ADE9153B and that is where the mSure signal is injected. With that mSure signal the mSure engine can return what the divider ratio is, independent of the high voltage. See Figure 1 in the Data Sheet at analog.com/ade9153b for more detials on the circuit, notice VAN is not connected directly to the phase but rather goes into the mSure Voltage Driver which then connects to the phase.
