As a general response, if the limiting amplifier output was fed into an RF detector the detected voltage would be proportional to the RF output power of the HMC7891.  If the off pulse is below limiting and the on pulse is within the dynamic range, then the detected RF power would be a square wave response which is proportional to the pulsed RF power.  If both the off and on pulse are within the dynamic range of the HMC7891 then the detected RF output would be a constant level since the amplifier would be limiting both the off and on state.
