HI, the opamp VCC is not connected to the 6v6 pin, and the diagram is correct, as there is not a dot showing a connection. You can see a connection dot to the right of that crossover where the opamp output drive the 6v6 pin. . Sorry for the confusion.

This connection is correct. The heater-loop opamp is a very small load on the output of the opamp driving the 6v6 output.
