Yes you can use an oscillator to clock the ADV7612.
The oscillator should be fed into the XTALP pin of the ADV7612. XTALN pin should be left floating.
The oscillator should be 1.8V pp.
I advise using an oscillator with a 28.63636MHz frequency.
The oscillator must have an accuracy of 50 ppm over the entire temperature range of operation.
We have seen issues before where programmable oscillators have not had this level of accuracy. I advise using a non-programmable oscillator.
