Plz clarify do we need any external micro controller/processor/CPLD to configure registers of AD7513 for RGB to HDMI operation.

I2C configuration is required at power up. For the ADV7513, Advantiv
EVAL-ADV7612-7511 Video Evaluation Board , contains a folder with scripts used to configure the evaluation board.
