The equalizer frequency is set via register 0x8A of the HDMI Rx Main Map.
The maximum frequency is 240 MHz, but what is the optimal value for 4K30Hz?
Does the optimal value depend on factors such as HDMI cable length and signal quality, rather than the TMDS clock frequency?

As per expert comment, HDMI specifications does not define cable length, it only defines transmitter load. Good cables can work over 10 meters while poor cable have problems working are 1 meter. The equalization settings are based on what's required for HDMI compliance at those specific frequencies.
Also, kindly note that the default scripts reflect the best setting as determined by testing for normal cables. Long cables might require different equalization to compensate for the extra insertion losses.

As per expert comment, 'Static mode requires no configuration and is the recommended mode' so the recommended approach is to disable the dynamic EQ rather than setting the '0x8A' register at RE: ADV7623 HDMI Equalizer Modes/Setup
Please use our recommended equalizer settings at ez.analog.com/.../4101.ADV7625_2D00_26_2D00_27_5F00_Ver1.0.txt.zip as equalizer is characterized during the evaluation of the ADV7625

Kindly note that, HDMI Rxs in the ADV7625 incorporate active equalization of the HDMI data signals. This equalization compensates for the high frequency losses inherent in HDMI and DVI cabling, especially at long lengths and higher frequencies. The HDMI Rxs are capable of equalizing for cable lengths up to 30 meters and for pixel clock frequencies up to 297 MHz.
