Converting USB to Analog (S-Video) signal

Product Number: ADV7393

I need to convert the video stream from a USB camera to an ANALOG (S-Video) output. I'm told the ADV7393 does this, but I need to either "hire the design of this" or have someone tell me "all of what I need to buy" to do this. 

I have to think "someone has done this already"  - can anyone help?

        The ADV7393 is a digital-to-analog video encoder featuring a 16-bit parallel digital video input port that can be configured in multiple formats. It supports composite (CVBS), S-Video (Y/C), and component video outputs (YPrPb or RGB), and is capable of generating both standard-definition (SD) and high-definition (HD) analog video signals. The device requires a parallel digital video stream at its input interface.
