[SerDes] [MAX96712 & MAX9295A/B] - I2C settings for fast mode plus

Hi, 
 SerDes (MAX96712 & MAX9295) can support 1 MHz (fast mode plus mode) i2c speed as per the datasheet. 
 To enable it on serDes side, please support on What are the registers to be handled?
