Yes. You can look into ADV8005/ADV8003 video signal processors which do scaling and are recommended for new designs. And also, please refer the below link for your reference, it contains video chips which can do scaling of resolution.

thanks for the given information, we will have a look into that.

Regarding the HDCP license, we and our costumer are not adopter. Any chance to get the evaluation board for testing purpose anyway?

Btw. our video signal origins from a CMOS image sensor and FPGA pipelining, no possibility to have other video sources per design. How about the license situation in that case?

HDMI license is not required for a transmitter device. But you would need to be an HDMI adopter regardless, depending on what you are trying to do, and you must be an HDMI adopter to buy any AD part which is HDMI capable.
