video encoder for new design

   Yes ADV739x is not recommended for new design instead you can use ADV8005 but this part will probably be an costly(Expensive) one.

   ADV8005 includes a high-speed digital-to-analog video encoder available with and without Rovi content protection. Six high speed, Noise Shaped Video (NSV), 12-bit video DACs provide support for composite (CVBS), S-video (Y/C), and component (YPrPb/RGB) analog outputs in either SD, ED, or HD video formats up to 1080p
   Also it can support TTL data of 24-BIT/ 36-BIT/ 48-BIT VIDEO INPUT and pixel bus can accept multiple input formats in both RGB and YPrPb color spaces.

   Please note ADV8005 support video deinterlacing as well as the scaling.

Please note, As per expert comment "We can use ADV734x instead of ADV739x part depending upon the customer functionality.
