Hi,
As per below specification in datasheet - AMUXVCC minimum voltage starting from 4.5V, So i beleive you can't use 3.3Volt.
If DDC is not used, Pull-up would be an better option at https://ez.analog.com/video/f/q-a/5967/adv7613-can-we-use-2-2kohm-to-pull-up/23111#23111
