Hello,
As a general policy, HDMI Transmitters will all have HDCP keys going forward. You don't need to be an HDCP adopter to purchase them. A transmitter can't be used to decode protected content-- it' encrypts it. ADV7511W is probably fine as is for you if you need that temperature range.
It's HDMI RX parts that you need to be an HDCP adopter to purchase with keys.
