PAL/NTSC–Noninterlaced

Hi,

I'm searching for HDMI or Parallel RGB (Progressive)  to CVBS converter,

So I found only ICs that converts but the input must be in Interlace. 

But I found as interesting ICs such as ADV7174,ADV7175,ADV7176 and ADV7179 which are interlaced/Noninterlaced Operation and obsolete,

The thing is that in thier datasheet it was mentioned that there is an output format option PAL/NTSC–Noninterlaced.

Throught my resersh in this subject this is the first time I have seen it, Can anyone explain this term? 

Is this term can relate to ADV7341 where can it output PAL/NTSC–Noninterlaced?
