The ADV7513 is a transmitter with HDCP. You do not require HDCP license to purchase HDCP transmitters. There is no Non-HDCP part planned.
Check out 0xAF[7] bit to control encryption.
The 'fixed' 0xAF bits, 6,5,3,2,0 might change, however bits 7,4,1 are only set by the user and should not be changed by the HDCP controller
