The ADV7513 is a transmitter with HDCP. You do not require HDCP license to purchase HDCP transmitters. There is no Non-HDCP part planned.
Check out 0xAF bit to control encryption.
The 'fixed' 0xAF bits, 6,5,3,2,0 might change, however bits 7,4,1 are only set by the user and should not be changed by the HDCP controller
Can I ask you one more question about the ADV7513 and HDCP? According to my experience, the 0xAF is

Thanks for your answer. However, the case I met may not as you said. 0xAF bits 7,4 will be changed by the controller
on my board. For the bit 1, it may not. I didn't see. But, each time, I set the bit 1, it would response late. I normally
have to set several times. Is it correct? I doubt something wrong on my board. If you are right, I think we need to
