when I did a search on AD9888 looking for scripts, the AD9880 design files came up.
Can I assume that I can run the AD9880 scripts for the AD9888?

First... AD9888 (and AD9880) should not be used in new designs. ADV7842 would be the supported replacement part, though you wouldn't need the HDMI if you need > 140Mhz and ADV740X if you need 140Mhz or less.
There are no design support files page for AD9888, All the docs available for that part are on the product page. Support is pretty limited for it at this point.

Please let us know, whether your requirement at your input side is digital or analog.
If analog, you can use ADV7181D or ADV728x family & the cost wise also it would be less.
ADV7181D -Four 10-bit ADCs sampling up to 75 MHz(LLC Frequency Range-12.825 to 75 MHZ).
ADV7184 10-bit ADCs with 54 MHz.

Input side is only analog only. Input signals will Analog R,G,B signals coming from PC's VGA (DB15) port.
But on output side I am expecting 24-bit RGB data and maximum supported resolution must be 1600x1200@60Hz
