How long does it take for the frame latency measurement readbacks to settle after the incoming video becomes stable?

There's no flag to indicate if the frame latency read-backs are safe to read. But the frame latency is fixed when the VSP is in normal operation. So the read-back should be ready very soon after enabling VIM/FFS/VOM. A 2-3 frame delay should be quite safe after input video has stabilized.
