Question
The CEC and Hot Plug pins on the HDMI interfaces are not specified
as 5V tolerant in the data sheet, but they may experience 5V signal
levels in my design.
Can they withstand 5V signals?

Yes - the Hot Plug and CEC pins can support up to 5.3V volts.
