PK: Perhaps you did not issue an "IO_Update" by writing R0x232=0x01 in order make your register change active.
PK: The proper configuration process is to set up the part using the evaluation software and generate an STP file. The STP file is a text file with the register settings.

The software user's guide explains the steps you must complete in order to use the PLL. They include enabling a reference input, turning on the PLL, and setting a bit so that the internal VCO is connected to the clock distribution logic.
The AD9516-1 programming sequence is the exact same as the .STP file with the following changes:
1. Ensure that Bit 0 of Register 0x018 is 0 in the STP file.
2. At the end of the programming sequence of the STP file, append the followint writes:
b. R0x018<0>= 1 ; This is the VCO calibration command (at this point, make sure that you have a valid reference input clock.)
3. At this point, the AD9516-1 should lock.
PK: No. The SYNCb pin has a pull-up resistor, so it is fine to leave it unconnected.
