As Sudheer stated correctly, you need not to have ICE-1000 to debug the ADZS-BF706-EZMINI. You can directly connect the board to the CCES via its inbuilt debug agent. While configuring the session to connect the target you would choose ADSP-BF706 EZ-KIT Mini via Debug Agent.
No. The board comes with on board ICE1000. However, you can't break the JTAG signal out easily, so if you are working on your own board, you still need to buy ICE1000. For working on EZKIT along, you don't need it.
Keep in mind that BF707 kit requires external ICE1000.
