Minimizing ZC702 + FMCOMMS5 power consumption during boot

For our application, we'd like to power the ZC702 + FMCOMMS5 via Power over Ethernet. We have a separate board used to create a 12V power source from an Ethernet connection. Minimizing power consumption during boot is imperative for us to meet the maximum power requirements for PoE.


We've successfully disabled HDMI, but haven't been able to disable a core during bootup (adding maxcpus=1 to the bootargs does not seem to work). Power consumption unfortunately still exceeds the 25.5W maximum (2.1A) for PoE+. Are there any other actions we can take to reduce power consumption during boot?
