ADV7619 RXA_5V

In my design I am only using port B of the ADV7619KSVZ.  Since I am not using port A I have RXA_5V pin left floating.   The only connections on port A are a 10K pulldown on DDCA_SCL.  I noticed this was a recommended setting in the hardware spec.

Is this the desired way of connecting things when only using port B in this part?  The reason I ask is that I have noticed what appears to be glitter in the video at times (see attachment) from port B and not sure if this is related.

On previous versions of the board I had RXA_5V tied to 5 volts and all other connections to port A left floating.  These boards have never experienced any problems with glitter in the video.
