Can someone please recommend an evaluation board with a DSP, and includes both A/D and D/A (supporting up to 200Ksamples/sec), which also has extensive DSP free libraries support?

Usually, most of the ADI DSP evaluation kits will have an on board codec (ADC+DAC) chip interfaced with the DSP. As far as the DSP is concerned, you might want to consider SHARC processors for floating point processing and Blacfin for fixed point processing.
