Yes, you have it basically correct. Another way of looking at the same things is as follows:
The signal swings from +1Vpp_differential to -1Vpp_differential for a total differential swing of 2Vpp_differential.
Applying 2V to AIN+ and 0V to AIN- will not damage the part, but this input amplitude is well outside of the full-scale conversion range of the AD9628.
Full scale for the AD9628 is 2Vpp differential. This means that each single-ended side swings 0.5V above VCM and 0.5V below VCM. A full scale positive value is AIN+ = 0.9V +0.5V = 1.4V and AIN- = 0.9V - 0.5V = 0.4V.
As you can see, AIN+ = 2V and AIN- = 0V is well beyond full scale.
