Unfortunately the LM358 is not one of our parts, you'll need to contact National Semiconductor to resolve that issue. The LM358 is a very old part, perhaps you may want to look at something a little newer like the ADA4851-2, its a very versatile high performance op amp and is low cost.

Opamp are not stable with capacitive load, particularly opamp that are unity gain stable.
Serial resistor helps when driving capacitive load.
Different IC with same part number doesn't have the same spec, and more true when it's not from the same batch, worst if it's not from the same manufacturer.
Marginal design are sensible to all these factors.
