According to the datasheet rev A page 7 table 4 max JESD204B speed with oversampling is 2.76 Gbps
1) Is it maximum speed per lane? (AD9144 has 8 lanes)
2) Is it before or after 8/10 bit encoding?
The 2.76Gbps maximum lane rate for oversampling is per lane yes. This includes the 8b/10b encoding as the full lane rate formula for the lane rate relating to the data rate is:
Lane rate = (10/8) * NP * Data rate * (M/L)
The (10/8) factor is for the 8-b/10-b encoding and for the AD9144 since NP is always 16 we simplify the lane rate formula down to:
Lane rate = (20 * Data rate * M ) / L where M and L are the SERDES parameter for whichever mode is being used.
