HMC767 low power output

Hello, we created our own PCB for the HMC767 VCO w/ PLL. We followed the schematics of the evaluation board and everything seems to be working properly, we are able to lock frequency. The problem is that the VCO output power is quite low at around -3dBm. And we notice that the VCO IC gets hot or feels hot to the touch. At initial power up, we get a peak power reading of 11dBm and then it goes down to -3dBm fairly quickly when the IC starts to heat up. blowing air at the IC or placing a metal heat sink slightly increases the power output. Can you help us resolve this? Is there anything that we might be doing wrong?
