HMC833 power reduction with Doubler

Hi, I am using HMC833 for generating a 3.5 GHz reference signal for AD9914. The PLL gets locked and the phase noise is very good, however the output power after the insertion loss of my filters was around -21.5 dBm, the expected power was in the range of -6.5dBm. So an additional loss of 15dB has come.

 

On investigating I have narrowed down the source to the doubler. When I tried generating 3 GHz directly (VCO@ 3GHz, doubler OFF) I got -6.5 dBm power output. The same exercise when repeated with (VCO@1.5GHz, doubler ON) I got -21.5 dBm.  

 

Has anybody faced similar problems? Is there any solutions for this?
