Can we use ADF4355-3 or any similiar product in a handheld radio that requires an FM modulated output frequency? The radio has a channel spacing of 6.25kHz, 12.5 kHz, and 25 kHz.

For VHF radio o/p frequency is 136-174 MHz, and
for UHF radio o/p frequency is 380-470 MHz.
The peak frequency deviation is 5 kHz for both radios.
It can be done, with the VCO band select turned off in R0. The PLL low pass filter will need to be sufficiently wide to permit modulation, unless the modulation is added externally.
