Yes, the ADV728x has an interlace to progressive converter also. The ADV728x series is more targeted to automotive applications, therefore I did not include it in my previous comment.
What exactly do you want to do. Are you trying to interleave 2 different video sources into one PAL stream?
Using one pal source it get (two fields odd && even ) interlaced . In video decoder chip i want to mix odd & even fields as a frame . instead of mixing on external soft core .please suggest me decoder chip.

Parts like the ADV7842 have multiple analog inputs and a I/P converter. It only has one I/P so you would have to switch inputs if that's acceptable. If you need both sources to be decoded at the same time than it would take 2 decoders.
