absolute maximum input voltage

Table 28 in the data sheet states that input voltages as high as 3.6V are fine as long as VDD_EXT is within specifications. This seems to imply that driving a GPIO above VDD_EXT is not a problem, for example if VDD_EXT is 1.8V, a GPIO can be driven to 2.5V with no danger of forward biasing protection diodes etc. Is this really the case?
