1. Can I set control register when I let Clear low?
2. When I let clear low, I can set 0V or midscare. But how does set uinpolar or bipolar mode?

I have tested this with the evaluation board in our laboratory. To answer your questions:
A: You can change the CLRSEL register when CLEAR pin is low but it will have no effect to the DAC. The DAC will take the CLRSEL register value when the CLEAR pin goes from high to low and hold the DAC output to these values until the CLEAR pin is brought from low to high and a clear command is written to the part.
A: As said in question#1, when the CLEAR pin is low the changing the value of the CLRSEL register will not have any effect until the CLEAR pin goes from high to low and hold the DAC output to these values until the CLEAR pin is brought from low to high and a clear command is written to the part. You can change the output range of the DAC even when the CLEAR pin is low.
A: When the CLEAR pin is pulled to low, all the DAC register are set to zero scale or midscale depending on the value of the CLR SEL bit in the control register.
I'm not pretty sure at the moment but most probably you can set the control register but it would not take effect until the next write. Let me confirm this in the laboratory and get back to you.
