AD9958 DVDD not drawing current

Firstly, the 1.8 V inputted into the DVDD 1.8V pin is measured at 1.795 Volts, so it has voltage, but when measuring the current it is at around 6uA.   

I saw a video somewhere where the usual should be around 40-50mA.

It was previously drawing current, but now it is not. And I do believe this is the reason why the Evaluation Board does not recognize the Reference Clock input.  

Just for additional information, I am guessing that the Reference Clock has a minimum frequency to operate in, but also, what is the voltage that it should be powered at?

This is for the evaluation circuit board for the AD9958.

Outcomes
