what is the maximum count of N counter in ADF4116??
N = BP + A.
Max B = 8191. Max A = 31. Max P = 8.
Max N = (8 × 8191) + 31 = 65559.

The prescaler is needed to divide down the RF input to a frequency that the rest of the N divider can handle. The prescaler either divides by 8 or 9 depending on what is needed. This is all taken care of internally.
ADF4116 is an integer-N PLL so it doesn't really have a "fractional" ratio. The output frequency must be an integer multiple of the PFD frequency. The attached article will explain more. If you want a fractional part, look into the ADF4153A.
If you're sticking with an integer-N PLL, look into the ADF4106. It's a better part than the ADF4116.
