Re ADF4351 phase coherence

This is probably a slightly unusual application for this part, but I want to use it to shift a frequency. Specifically, the input (REFin) is 49.70 MHz, and the RFout output needs to be 49.705 MHz. Numerically this seems to be ok but I wanted to make sure. Also, the output and input have to be phase coherent. I assume that it's necessary for the input (REFin) signal to be lower than the output to maintain phase coherence, but if it's not, can I use an R divider (R div/2, eg) to accomplish that? Eg, if I want to use 49.705 MHz for Ref input and get an output of 49.700 MHz?
