I need to measure an insulation resistance R1(exceeds 1TΩ)with the feedback resistor R2(as 10GΩ).
Can I use this OP AMP as the figure? If not,how can I measure R1?

I think, your circuit above with ADA4530-1 can achieve your application's goal. I don't see any obvious problem that could cause any trouble in your circuit aside from having that very high voltage source that could destroy the amplifier input when accidentally connected directly to the amp. Talking about on how precise your output will be depends on the RF tolerance, while ADA4530-1 provide low bias current and offset voltage and low circuit noise gain.
