YUV422 to NTSC converter chip

Hi All,

 

I have this situation that I really need help and I'm stuck. I have these out puts (YUV422/YCbCr422, RGB565, CCIR656, raw RGB data) across my camera and I have to convert these outputs to S-video, DVI or NTSC. How could I do this? I have a size restrictions that the chip or chips have to get fitted in a 4mm Diameter cylinder shape. I'm very restricted on space. I have found the ADV7390 series chip but  this chip requires programing and initialization at the beginning. Is there any other chip available off the shelf that does not require any programing, or initialization ? Is there any chip beside the AVD739x series that could be a fit for this application? I'm new to these applications, is there anyone that could guild me through this process? Also I have attached the link of both data sheets.
