phase detector for 160 MHz IF

i need to measure the phase difference (0 to 360' ) between two 160 MHz signals without use of digital clock or signals. i was planning to use AD8302 i am not happy with phase accuracy and i will have to use two for 360' phase detection. i need an alternative IC which can indicate phase difference in terms of analog voltage. phase accuracy i require is +/-2' or better. 1) can u suggest any IC from your side or if better-recommended circuit.

2) can i use IQ demodulators AD8348 or ADL5387 for the same????

3) any IQ mixers are there for 160 MHz signal???
