Setting the Start Address with binary ldr file.

I cannot seem to get the loader to create the boot stream ldr file with the start address in the first record.  No matter what I try, it always places FFA00000 as the start address in the ldr file.  If I manually edit the ldr file and place my start address plus recompute the checksum on the header it appears to work as I want. (when bfrom_SpiBoot returns, EVT1 has my start address).  Can you tell me how I might get the loader to insert the proper start address without having to edit the ldr file.  I am using Binary format.
