Errors when using gr_modtool

Hey I'm running a Linaro build on the ZedBoard. I am attempting to make custom gnu radio blocks but am receiving errors when using the gr_modtool create command. I checked to make sure that the libgnuradio-pmt-3.7.4git.so.0.0.0 is in my $PATH variable. Has anyone come across the issue or know what the root cause could be?

GNU Radio was built on the platform following the ANALOG guide. Thanks.
