IS ADV7511w converts RGB888 DE mode input data into DVI/HDMI.

DVI and HDMI use the same signalling. The major difference between the 2 signals is HDMI also carries audio and infoframe packages in the blanking areas. We know a video stream is HDMI when an AVI infoframe packet is detected.
The question is whether ADV7511w can process a DE mode input?
I am not sure what you mean by 'processing a DE mode input'. DE is part of the input signaling. It can be re-generated from VS and HS if DE does not exist. DE is an integral part of the HDMI stream.
I am not a expert in video but when I studied in some data sheet I found that DE mode is with out hsync and vsync signals basically I am trying to hack a LCD de mode interface output to be converted in to HDMI.
Whether this is possible in ADV7511w.
DE just signals active video. VSync signals start of frame while HSync signals start of line. Blanking lines will be started by HSync but have no DE or active video. Video lines will be started by HSync, have a back porch delay and then DE goes high indicating the start of active video.
Depending on the display, the 7511 should be able to drive it as long as the input timing is correct. The 7511 is basically a parallel to serial converter only.
