According to the datasheet for the SSM3302 and the user guide for the EVAL-SSM3302Z:
VIL of REGEN and EDGE is 0V (AGND).
VIH of REGEN and EDGE is 1.35V to 5.5V.

I do not think 'just VIL=0V'.
I think that it can not be used in application if it is not provided the actual range (for example, 0V-0.3V).
How is it?
Both the Edge pin and REGEN pin are analog input pins and not typical digital pins so normal CMOS threshold limits do not apply to these pins. Both of these pins are analog comparator based and not characterized as digital pins.
The REGEN pin or AVDD (5V) Regulator Enable pin is used to generate the AVDD from PVDD. The REGEN pin uses internally generated reference from PVDD which is close to AVDD. The max voltage on this pin can not exceed 5V. If using external regulator then this pin needs to be connected to Ground and if using internal AVDD regulator then this pin needs to be pulled high >1.8V.
This can be achieved by using resistor to PVDD and LED diode as shown in Evaluation Board schematic. The Resistor and Diode ensures that the voltage at the REGEN pin is limited independent of the PVDD voltage. The LED limits the voltage at the REGEN pin close to 1.5-2V.
However if external CMOS logic is used to switch this pin then to enable the regulator the voltage at REGEN pin must be >1.8V and <5V.
Are you planning to shut down the AVDD regulator when not in use to save power?
what is the CMOS logic supply you plan to use?
The EDGE pin uses AVDD (5V typical) reference hence max input voltage at this pin can not exceed 5V. The EDGE pin tied to Ground is normal mode and tied to AVDD is Low EMI mode. Typically this pin would be set once in the application, so I do not see why one would need to switch this pin with logic on the fly.

IS VIL of REGEN and EDGE just 0V?
I believe that VIL is the same Voltage range.
