Is there a document that describes how to read a register from the ADV7611?

Yes I have an ADV7611EVAL with AVES and an Ardvark. I used this to download scripts and bulk read register settings. I was looking to read the PLL register to detect video on my target board. I am currently sending 98, 6A, 99 and then looking for the reply. Does that sound about correct?
Register 6A is a read only register. It's the right register but you need to read it and look at the bits to see if the chip is locked to an input.
There are several LOCK bits you can look at, for example V_LOCKED_suffix.
_RAW => raw lock status bit from the lock detector
_ST => latched version of the _RAW bit.
_CLR => writing a '1 to this bit will clear the associated _ST bit
If you have an eval board then you can use AVES3 with scripts to interface to the chip
