Handling HDCP programming pin V3P3 (B1)  for NV-memory in ADV7533

In the datasheet of ADV7533, its mentioned V3P3 pin (B1) is the programming pin for HDCP nonvolatile memory, in block diagram also i have seen that.  So my doubt is whether we need any control over this 3.3v supply while programming/flashing the NV-memory ? Or we can connect this pin directly to the 3.3V voltage rails permanently ?

Also you have any reference design/board file for this product ?
