How does the  option -Werror-limit work?

As I update code I want the compile to complete with all the errors it finds. I added the following option:

     -Werror-limit 250

and was expecting to get 250 errors before the compiler quit on me. Instead it quits after the first error every time.

Is there something I am not aware of in my usage?

Is there a way I can force the compiler to compile more than a single file if it finds an error?
