I am searching for a device which can generate RF signals (tones) with desired phase angles.
In PLLs I have not find such option.
Is there a solution??
What is the input frequency range?
It is frequency sweep in the range of 2GHz to 3GHz.
Take a look at HMC631 and ADL5390 which are vector modulators (allows adjustment of gain and phase).

Is it possible to set the desired phase of the output RF signal without knowning the phase of the input RF signal?
My requirement is to access or gather the phase information of the output signal (CW tones) before feeding to Transmitter Antenna.
It sounds like you may be trying to build an "automatic phase control loop" in the same way that folks build automatic output power control loops. So the input signal has an arbitrary phase which you want to adjust to a specific output phase.
If you want to do this then you first need to be able to measure the phase of the output signal. There are two options for doing this. The AD8302 can measure phase over a 180 degree range (after 180 degrees the output folds over so you get the same output voltage for 170 and 190 degrees). If you need full 360 degree phase measurement capability, take a look at CN0374 (www.analog.com/cn0374).
