libiio - reference clock

I have a customer leveraging our LIBIIO software
and the ZedBoard/FMCOMMS.  They have written a MATLAB controller to allow
them to control and stream IQ samples to and from the AD9361 FMCOMMS
boards.  They are now progressing to using the Zynq platform and replacing the
FMCOMMS board with a custom RF board that uses the AD9361.

The FMCOMMS board uses a 40 MHz reference clock and the
LIBIIO software running on the Zync SOC computes the correct divider ratios for
the AD9361 assuming that clock frequency.  They would like to use a
different clock with the custom RF board but would like to still use the same LIBIIO
software.

Where in the software is the 40 MHz reference clock specified and how might they be able to modify the software to
use an alternate clock frequency.
